Jaybird has never made any promises about when to relase the new version, and neither did he make a secret about that this is a fun spare time project for him. There's no point in asking over and over again, it just won't make him do it any faster.

g_banIps is a cvar present in stock etmain, so i suppose it's used by Jaymod as well. I've never actually tried it, but the settings and commands are around, so i suppose they should work. I'm not quite sure as to how Jaymod handles this exactly, but it might be possible that Jaybird did not include IP checking in the banning system, since it's supported out of the box (if i am not mistaken). It does, but none of these can't be changed, and they are also likely to change without user interaction from time to time, due to the way each of them work.

If i am not mistaken that's a server setting, and not a bug.
You might want to have a look at the g_weapons cvar (read it up from the documentation).
128 - allies reload rifles mid-clip to match corresponding axis ability
If that's not what you meant, then nvm me :P

You might want to try to hold down CTRL (or maybe ALT) while opening the console. That way it should stick to the top of the screen. That's an easy work around for now at least.

By default, nobody is able to use commands in fireteam chat, unless the administrator of the server explicitly allows people to use them, which in my opinion is a good default setup. If you add -B/commandChat to a level or a person, Jaymod prevents them from using commands in team chat. It should actually work as well, if you simply clear out that priviledge. You can do that like this: !levedit 5 -acl !B/commandChat or !useredit 123456 -acl !B/commandChat That would remove this ...
